In GtkTextView dragging of a selection is always copying (not moving)
independingly of whther Ctrl is pressed.

Note that in Gtk 2.0.6 there was no this bug.

I can't reproduce this on my local machine with GNOME 2.6 and the bug
reporter doesn't answer to pings -> Close the thing now.
