It may be something in your profile. Try moving away your ~/.gnome2/
epiphany/mozilla/epiphany/prefs.js somewhere and trying again.  If this
does fix it, please send your prefs.js file so we can see what the
problem is.

If it doesn't fix it, I'll reassign this bug to Mozilla.
