Bug#255630: libgnomeui-dbg package is empty

Justification: renders package unusable

libgnomeui-dbg contains some generic stuff in
/usr/share/doc/libgnomeui-dbg and the directory /usr/lib/debug but no
files are in there.

This is true on all arches.
