AFAIK it's realized by gnome-session. I don't know if other
applications does. basically it doesn't necessarily need to
be ran. especially if you just use gtk+ application.

Though I haven't seen xchat's code yet, emacs keybinding
works fine. but seems that changing the accelerator doesn't
work. however I don't think it's really gtk+2.0 bug, because
it works for gtk-demo on the same screen.
I think it should be filed to such application.
