Bug#233702: gnome-applets: Control_L access depends on the country kbd?

I still have this problem, and I don't know how to fix it (some good
clues in the previous messages); but I do know that it has a lot to do
with various? keyboard maps having suddenly stopped mapping Control_L(?)
properly (i.e. left CTRL working even as SHIFT?); so we get something
like an ALT-F# or ALT-Shift-F# instead of...

I get around this problem by switching to other mappings(!) -- just to
get the Control_L(?) back (the way it was for years?). Needless to say
-- a total PITA (note to self: I wonder if documentation has progressed
to the point where it can actually be helpful here..?)

Seems to me the problem lies with how Gnome (or related code) maps the
keyboards thru gnome-applets. Something changed. Something broke (or a
fix actually revealed hacked/broken code?)
