A quick search for "beep" in the changelog shows:

          prompt, that way you know you can type.  Useful for blind people,
          or people that are not watching their screen to see when the
          computer finished booting.

With the 2.6 kernel, you don't have to have the console bell enabled, and
with alsa, can even control the volume and mute it, so I don't think the
important severity is justified.  I've forwarded it upstream, however.
