There is DefaultLocale variable in [greeter] of /etc/gdm/gdm.conf.
But that variable is insufficient for gdm, since that is for gdmlogin.
For example, title and date strings appeared in gdmlogin window are
influenced by DefaultLocale.
But "Username" prompt, login failure message and others are
not influenced by DefaultLocale, they stay English.
So I add LANG=ja_JP.eucJP line to /etc/init.d/gdm.
If gdm package supports debconf interface to choose default locale
with /etc/default/gdm, it is very nice to non-english locale users.
