Description of Problem:
When scrolling whatever in GTK+, the scroll is intantaneous. When you
scroll page by page, this makes it quite hard to follow where has moved
the portion of text you were reading previously, for example.
The solution to that is progressive scrolling, or smooth scrolling.
Windows implements it, but the app which implemented it really well is
CygnusEd (a text editor for Amiga. sorry, it's quite hard to see it at
work nowadays). Basically the scrolled widget (text, web page, whatever)
accelerates progressively then deccelerates progressively when scrolled.
This happens in less than a second and lets the eye follow easily what
