Bug#251557: gnome-panel: not exiting on gnome logout

gnome-panel (and one of the bonobo-activation-* programs as well, but I'm not sure which one) doesn't quit upon logging out 
of gnome. This also means you have to kill it manually if you want to go back into gnome, or it will complain there is 
already a gnome-panel running.
