I use a 2.4 kernel with the cpufreq patch applied. I can see the
current CPU speed in /proc/sys/cpu/0/speed. I can change it by
switching to the userspace governor and echoing the new speed to
/proc/sys/cpu/0/speed. The change is visible in /proc/sys/cpu/0/speed.
I have added a cpufreq applet to the GNOME panel. Initially it showed
me the correct CPU speed (666 MHz). I switched to high speed, and the
applet correctly displayed 864 MHz. I then switched back to low speed,
but the applet continues to show 864 MHz. Even after I restarted the
applet (killall gnome-cpufreq-applet; click Yes when the panel proposes
to restart it) it continues to show 864 MHz.
A small C program that uses rdtsc to measure the CPU speed verifies that
the speed is indeed 666 MHz.
