Hi,

In Gnome 2.8, this capplet has been removed in favour of a new file
type system. 
If you want to change a type of a file, you may use the file manager as
shown in Gnome 2.8 releases
notes. (http://www.gnome.org/start/2.8/notes/rnwhatsnew.html).
