Bug#281223: gnome-panel: applets disappear when their previosu owner is deleted

When creating some applets on a panel A, then moving them on a panel B,
then deleting the panel A, the applets disappear from panel B. It seems
like the panel A "remembers" it owns these applets, although it doesn't
anymore.
