Bug#281401: mozilla/firefox dependency of libdevhelp debian package

A feature request to debian package:

Is there a possibility to make a dependency on firefox to devhelp (since it seems to have gecko in it like mozilla browser) and make it optional?

The users, who use firefox, would have only firefox installed, those who don't, would have mozilla installed.
