2.8.3-3 was uploaded to experimental _after_ 2.8.3-2 was uploaded to unstable. This was probably an unintentional 
mistake when generating the changelog.Debian I suppose?

No, that was on purpose, the patches for pmount are new in Debian, and
not sure they should be pushed in sarge now.
