This problem also occurs with gnome-panel 2.8.1-2 which is now a part of
Sid.

Gentoo had this listed as a bug (#70235) and has a patch which fixes the
problem on Gentoo attached to the bug listing.  See here for more:

I'd like to second the motion to move this back to important status.  It
greatly reduces the usability of a dual head system such as the one I
use for software development.
