Bug#282783: Should /etc/default/gdm take data from set locale 'dpkg-reconfigure locales'?

Recently I changed locale from ru_RU.KOI8-R to ru_RU.UTF-8.

'locale' command in Virtual Console showed that system uses UTF-8.

'locale' command showed in X-terminals that system uses KOI8-R

In /etc/default/gdm still was old KOI8-R. I had to edit it manualy to
get hopefuly changed locale in X.

P.S. My X starts automaticaly with gdm.
