Bug#283710: capplets: No longer respects /etc/alternatives/desktop-background

I have no idea if this should be filed against gnome-control-center or 
this package.  I don't know if you think it's a bug.  Everytime I file a 
bug against something in Gnome I get told I filed it wrong.

At some point gnome started respecting 
/etc/alternatives/desktop-background, loading the Debian logo as the 
default wallpaper.  It longer does that.

I created a new user account, logged in as him, and got no wallpaper.
I had to manually pick /etc/alternatives/desktop-background as my 
wallpaper.
