Bug#276087: metacity: vertical maximization broken on second head

With Xinerama, on the second head, maximizing windows vertically actually makes
them fill the whole screen. Unmaximizing the fully maximized window makes it
somewhat vertically maximized. (a phantom panel area is being avoided) On the
primary head, vertical maximization works properly.
