Bug#304821: capplets: Can't use Windows key as a modifier key in "Keyboard Shortcuts"

The Windows key on my keyboard seems to act as a real key and not a modifier
key. When I attempt to bind Win+Something to a shortcut in Keyboard Shortcuts,
the shortcut shows up as "Super_L" instead of "<Win>key".

For example, attempting to bind Win+R to 'show the panel run application
dialogue' ends up binding just the Windows key to this function, so that the
run dialogue comes up whenever I press the Windows key, with or without R or
any other key.
