I guess there is policy for those now that we have xml-core to
register dtd on system. I guess gnome-debian could tell).

I don't know if it is a really important bug as it does not seems
to fails to register its documentation ...

Now that docbook-xml 4.4-1 includes the 4.3 entities, this is fixed:

   * add SYSTEM entries for DocBook 4.3:
     http://www.oasis-open.org/docbook/xml/4.3/docbookx.dtd and
