The copyright file has something of the form:

  Copyright: GPL,

which is wrong.  Here, "Copyright" means something of the form
"Copyright Holder:", and a list of names, organizations, or
institutions should follow.  The GPL is a license, and cannot hold a
copyright.  The appropriate GPL boilerplate text should also be
present in the copyright file, preferrably following the copyright
holders.
