Bug#343167: gnome-panel: Panel on top of screen in new sessions

Hi,

I use quite less features of Gnome and setted up my desktop with only one
panel and no icons (no nautilus) etc.  I like to see the panel on the
bottom of the screen and normally hidden - only if I move the mouse to
the bottom the panel should appear.  This worked nicely until Gnome 2.8.x.

Since I upgraded my testing machines to Gnome 2.10.x the panel is
displayed at the top of the screen.  This is the case on three boxes
I'm using.  Well, I can drag the panel down and it is on the bottom
for this session.  But this setting is lost for the next session and
allways if I log in my first mouse movement is dragging the panel
down.  This is extremely boring!

I'm a little bit unsure whether gnome-panel is the right package to
report this bug to but I hope to find educated people here to foreward
this bug to the right place.
