I prefer to put rationale in the control message unless it's information
about the bug itself.

Of course it should be fixed.  The criterion for "grave" severity is
supposed to be whether or not the bug "renders package unusable".  Of
course, the maintainer can set the severity to "serious" for any reason
he likes.
