If you hold the mouse over the Horizontal and Vertical box buttons in
the component palette, you'll find that they're the wrong way round.
i.e. The Horizontal box thinks it's a vertical box and vice versa.
This isn't just a problem with the palette though, it is also reflected in
the default component and function names generated so a horizontal box
is referred to as vbox!!!
Quite confusing.

I cannot see this problem using the C locale nor the pt_BR one.

I even tried en_GB now and had no problems.
My guess is you are confusing what hbox and vbox are. VBox'es are made
to put widgets vertically, so it has 'lines'. HBox'es are made to put
widgets horizontaly, so it has 'columns'.
I'm closing this bug report, reopen if you do have a problem which I
could not reproduce.
