Bug#289180: /usr/bin/file-roller: file-roller ignores umask setting

With the default umask of 022, file-roller ignores this and instead uses
a umask of 023. 

This can be especially annoying if you extract a large tarball into,
say, public_html only to discover that directories aren't useable.
