Bug#287193: dia: FTBFS: Can't find python >= 1.5.2

Hi,

We were looking at this bug as part of the BSP, and we realised that the 
probable reason for dia failing to build on mips and mipsel is the 
now-fixed perl bug #280596, which had utf8_heavy.pl in the wrong place.

Since the perl bug is now fixed, dia will probably now build on those 
architectures, allowing the version in unstable, where this bug is 
fixed, to propagate into testing.

We have emailed the buildd admins to request that dia be requeued.

We have tagged the bug +pending, because the fix is known and will be 
there as soon as dia is rebuilt.
