Hello Marc,

The gnome-panel menu method (/etc/menu-methods/gnome-panel)
use feature that require menu >= 2.1.9-1 (outputencoding)
so gnome-panel should Conflicts: menu (<< 2.1.9-1) to
avoid broken upgrade from woody.

Also, gnome-panel menu-methods has a statement:
userprefix=".gnome/apps"
Given that user menu is not supported by this method, you
should remove this line.

Lastly I would like to point you to

that provides a user-only menu-method for gnome-panel.
