Bug#291326: gnome-panel: "ADSL/PPPOE configuration" menu item out of place and lacking icon

The "ADSL/PPPOE configuration" item in the GNOME panel applications main menu
bar (under "Internet") is the only menu item installed by default using the
debian-installer RC2 that does not have an icon.

Also, I believe that this application does not follow the theme of the other
applications installed under "Internet."  It seems that items there
tend to be net client apps.  "ADSL/PPPOE configuration" seems to me to
fit better under "System Tools" (where the other system config apps lie).

This is quite a minor issue, but nevertheless important in terms of the
end user's overall experience.
