I discovered that into the /proc filesystem there is a file
with a really useful information for the people that try
to maintain to the minimum the power consumption of the system:
the instant power rate of the battery, more specifically:
$ cat /proc/acpi/battery/BAT1/state
present: yes
capacity state: ok
charging state: discharging
present rate: 18414 mW
remaining capacity: 29894 mWh
present voltage: 11340 mV
The line 'present rate' reports the actual power consumption rate
and could be a nice feature of gnome-cpufreq-applet to report this
information into the tooltips and/or graphycally into its icon.

Upstream has vetoed implementing this feature in the cpufreq applet, but
suggests that the battery applet might be more suitable for this
feature instead.
