type of dependency on yelp - debian gnome policy

        Hi,

 What type of dependency is best suited for yelp when a package ships
 with help files?

 I'd go for Suggests or Recommends, but it seems it's rather disparate
 right now[1], maybe we should decide of that once and apply a policy[2]
 once and for all.

 [2] Is there an official Debian GNOME Policy?  I couldn't find one in
 the archive, nor on debian.org, but came across:
