Bug#258553: Needed for Ubuntu

I hear[0] that gnome-system-tools is the standard configuration tool in
Ubuntu and that, so long as g-s-t remains incompatible with resolvconf,
resolvconf can't be included in Ubuntu.  This raises the urgency of this
wishlist item for people[1] who would like to see resolvconf included in
Ubuntu.
