Coin,

This is not a bug, and the package is not broken.
My new sponsor is using ppc, and i386 autobuilders had not yet time to
build gnome-panel, whereas gnome-panel-data is available because it as
an archall binary package.

You just have to be patient, as non-i386 people are, because most of the
time packages are uploaded with i386 binary packages and other
achitectures have to wait for autobuilders doing their work.
