It looks to me like libpango1.0-common should Pre-depend: libx11-6.

Updating the modules list for Pango-1.4.0...Cannot load module /usr/lib/pango/1.4.0/modules/pango-basic-x.so: libX11.so.6: cannot open shared object file: No such file or directory
/usr/lib/pango/1.4.0/modules/pango-basic-x.so does not export Pango module API
done.

Setting up libx11-6 (4.3.0.dfsg.1-14) ...
