Bug#318867: gnome-panel: should update launcher icons automatically

Hi,

gnome-panel detects (via FAM) whenever the menu changes (and nautilus
detects whenever a .desktop item changes), but not the launcher icons.
This is a bit of an odd lack of symmetry (even though launcher icons
perhaps aren't meant to be updated from the outside?)... In particular,
I'd sometimes like to update a menu icon to create a sortof-notification
area, and then this kind of functionality would be handy.
