my .gtkrc-2.0 keeps getting overwritten.

i do not use gnome.  i only care about firefox emacs keybindings,
which supposedly depend on this file.

please reassign this bug to whichever package writes the following to
the file.  please have that package put its name in the file so that
users will know who is writing it.
