Bug#319417: gnome-desktop-item-edit should be in another package

The gnome-desktop-item-edit program, which is needed to create 
"launchers" on the desktop (and maybe also on panels) is in the 
gnome-panel package. The Nautilus package, which does not depend on the 
gnome-panel package, provides a Desktop with items, but one can not 
create new starters (because the needed program is in another package) - 
I use Nautilus with IceWM so I need the Desktop but not the panels.
I extracted gnome-desktop-item-edit from the gnome-panel package and 
copied it to /usr/bin - it works without gnome-panel or its dependencies 
(at least the ones that were missing for me).
I'd suggest to move gnome-desktop-item-edit into the Nautilus package or 
some other package both Nautilus and gnome-panel depend on.
