Bug#312477: gnome-panel: drag&drop oddities

For whatever reason, I cannot drag any launchers that are locked to the
panel out, not even for copying them elsewhere. I think they should
still be draggable, but not for moving, just copying. 

Similarly, when I unlock them, I can move them out but the panel never
indicates this leaving me under the impression the launcher is still
there (I can even use it!) until I restart the panel. Of course
drag&drop with the moved item later fails without any indication on
what's wrong. 

Now I'm probably starting to overload this report, but you can clone it
if you want to keep track of these issues seperately. What I'd like to
be able to do is move the item into the 'Wastebasket' Nautilus displays
on the desktop directly. Any reason this is not possible? (this might be
a nautilus issue, not sure). Also, even if it were possible it'd
probably result in the launcher being added to the wastebasket. Umm, not
really what I want :)
