Bug#312950: broken links to devhelp books

Hi,

links to all devhelp books are broken after upgrade
from woody to sarge . For instance the link to the
make manual is :

/usr/share/doc/elp/books/make/make_toc.html

even though it is correct in the control file as 
shown below :

Document: devhelp-book-make
Title: Devhelp's GNU make Book
Author: Richard M. Stallman and Roland McGrath
Abstract: This is devhelp's book for GNU make.
Section: Devel

Format: HTML
Index: /usr/share/doc/devhelp-book-make/html/make/make_toc.html
Files: /usr/share/doc/devhelp-book-make/html/make/*.html


This may be a bug in  install-docs but I am filing 
it here since it does not seem to affect all documentation.
I am not sure what is distinctive about devhelp control
files that is causing this.
