Coin,
Gnome-settings-daemon is designed to provide a service to GNOME apps,
in a GNOME environnement, and not to be a general multi-environnement
settings management application. It is fulfilling its goal (the goal
choosen by upstream authors), and you request a new feature, this is
then a wish, thus this bug is severity wishlist.
Upstream authors are not willing to include this feature, neither do the
GNOME Team have the free time do create and maintain such a big patch
over the upstream modifications. I'm then tagging this wish wontfix.
If you still want it implemented, you'll have to argue with authors,
propose them a patch, ...
