Yes it was.
When package is uploaded, ACCEPTED, and the run is finished, the package
is considered part of the archive, even if your ftp mirror is not up to
date.

When i worked a lot, and find another bug is filled for this problem
(when in this case reopening is best than opening a new one) i think i
can be fed up with it. As i did not see this bug before filing my last
changelog entries, or forgot about it, i did close it by hand, which is
not forbidden by any part of the policy.
