I am not sure that _not_ supporting something has to be announced
somewhere.  In any case the lack of support is a fact.  Lots of packages
will break if upgraded from versions older than the most recent stable
one.

Supporting skip upgrades would require a commitment at the project level
and a considerable amount of effort, both in implementation and in
testing.  Because this would yield only a minor benefit, it's no
surprise that the commitment has not been made and the effort not put
in.
