Bug#314290: gnome-system-tools: Menu entry for services tool should be removed

Of the five upstream tools, only four are available on Debian; the
services tool isn't. There's still a menu entry for it, though (on
my sid Gnome installation: Debian > Apps > System > Services Admin),
which should be removed (it currently just yields an error).

As I bothered the package maintainer about it, he asked me to file a
new bug report for this (there already was one from quite some time
ago)...
