services-admin util was removed because it was dangerous with Debian run
levels. When launched, it changed all defined levels, making system not
booting properly in some situations.

You're right that docs should have also been removed, but this is a bit
difficult now that sarge has been released. Usually this kind of change
won't be allowed in any Sarge "point release", and this will have to
wait till Etch release.
