Well

I have looked at the source code of gaim-extendedprefs and it only set
the GTK property allow_shrink, thus it is an interaction bug of
libgtk2.0-0 and sawfish. Furthermore resizing horizontal/vertical below
the normal size is still possible if you first re-size
vertical/horizontal respectively. So I will reassign this bug to
libgtk2.0-0.
