Bug#302416: capplets: gnome-theme-manager disables polish keyboard

I think this bug is connected to #296434. But behaviour is different.
For every day I use KDE. But I have some gnome applications which I want
t keep. One of them is revelation, which stopped to work lately
(#297612). The workaround is to start gnome-theme-manager - then
revelation works. But my keyboard switches to US layout and my polish
characters stop to appear.
Reproducible: always
Steps to reproduce:
1. {test} enter some polish characters {ok}
2. execute gnome-theme-manager
3. just exit it (by clicking on exit button)
4. {test} try to enter some polish characters {they do not work anymore
- bug}
5. {workaround} execute gnome-keyboard-properties, add polish keyboard,
exit it {polish characters work again}
