Bug#310270: libgtksourceview-dev: claims to be version 1.2.0-1 but there is no upsteam version 1.2.0?

and according to

the upstream source of the this package is
<http://gtksourceview.sourceforge.net/>. I'm confused, because at
the upstream page <http://gtksourceview.sourceforge.net/downloads.html>
it reads:

    Latest stable release of GtkSourceView is 0.8 and can be dowloaded
    from here ...

Shouldn't the Debian packaging name reflect the upstream version
numbering? Now it is 1.2.0 and that does not relate to the
upstream. According to policy:

    5.6.11 Version

    The version number of a package. The format is:
    [epoch:]upstream_version[-debian_revision]

So, this bug report: "is there possibly inconsistent version
scheme used in the package name"?
