What I believe is that this file was left on your system either by a
package borken in the past, or because of a manual installation or
removal of software. I don't have the explanation on how this file
is now on your system, nor why it is not handled by dpkg, but it
certainly is not libgtk's fault, and it doesn't happen with current's
libxfce* packages.
Hence, I suggest you remove this file and I'm closing the bug. Please
reopen it if necessary.
