there was no /etc/gksu.conf and thus was aborting installation. I
created an empty file to have a quick fix, but shouldn't the package
provide a default configuration file?

Are you sure this is happening with 1.3.2-3? This version was uploaded
to fix this exact problem:
gksu (1.3.2-3) unstable; urgency=3Dlow
* debian/gksu.postinst:
- checking for which one was last configured is not enough;
need to check if the file exists (Closes: #322127)
I tried it on a clean chroot and it works. I'll close the bug as I think
you had the problem with 1.3.2-2 and think it is fixed now. Please test
again with 1.3.3-1 and reopen the bug if you still can reproduce it with
it.
