Bug#338374: gweather: bad german translation of "shallow fog"

The german translation of "Shallow fog" ("Geringfügiger dichter Nebel") 
is a contradiction in itself. It translates back to English to something 
like "minor dense fog". If I understand "shallow fog" correctly (same 
as ground fog?) a better translation would be "Dichter Bodennebel". 
Similarly a better translation for "Shallow mist" would be "Bodennebel".
