Don't play the reopen game with us. You have opened a serious bug
without quoting the appropriate policy section. Of course you cannot, as
there's no such section.
From the developer's reference (§ 5.10.2.1):
You have to make sure that your binary-only NMU doesn't render
the package uninstallable. This could happen when a source
package generates arch-dependent and arch-independent packages
that depend on each other via $(Source-Version).
It's not possible to upload a binary NMU for some packages. You have to
live with it. At best, it is a wishlist bug.
